Can a real doctor fix a broken toe after 5yrs of it being broke?

had buyon surgery 5 years ago and the "dr." broke my 2nd toe (no reason to break). well it throbs almost everyday, it actually feels like i rebreak it. it looks terrible, its now longer then all the other toes and huge at the top half with bone sticking out. love to get fixed. can i?
