I cant tan!!! help!!!?

okay im a girl, 16 years old, i have natural red hair, blue eyes, and im very very pale. i don't really have freckles but if i was in the sun too long they would probably come out a little, but that is the least of my worries. i just bought hawaiian tropic sunscreen lotion with spf4 ad i have banana boat tanning oil with spf4. i have been lying in the sun for almost 2.5 hours with baby oil and still nothing not even a sun burn!!! i have considered tanning beds but i would perfer the sun. and can someone tell me where to buy bronzing tanning lotion and if it is good for my skin? i dont want to hear about spray tans, or just i have to live with it.
